Public policies of citizen participation in Chile

Abstract

This research is based on the multiple criticisms of the results of public policies on citizen participation in Chile, and seeks to analyze which factors promote and which make it difficult for this participation generated by public powers to be the participation enunciated in the political discourse. For this purpose, both public policies of citizen participation created from the transition period, as well as the perceptions of their results according to counselors of the Civil Society Councils, were analyzed. From this analysis, three factors appeared to be the most influential in the results of citizen participation: ambiguity, incoherence and power delivered to the authorities present in public regulations; the willingness of the authorities to generate participation; and the strength of civil society to impose their interests. Thus, it is proposed to read the results through the gramscian theory of hegemony, affirming that the real objective of the citizen participation policies is to promote the hegemony of the dominant groups, so that they listen and accept some interests of civil society or subordinate groups, but ensuring that this does not mean sacrificing the essential interests of the ruling group.
