The decision of the youth of the municipality of Tehuitzingo to attend the Higher Secondary Level considering the scarce and precarious educational offer

This article presents a general outline of the history of High School (EMS in Spanish) in Mexico. This historical overview identifies three stages of EMS expansion, which are referred to as "waves of massification". In each of these stages, the most important events that marked the course of this educational level are highlighted, which offer elements to observe the centralization of this service in the cities and the neglect of rural territories, even though educational policies establish that education at this level will be free and compulsory for all. This historical account allows us to point out the characteristics of the EMS offered in rural and marginal territories and the Municipality of Tehuitzingo is taken as an example in order to show the precariousness of the educational service, the multiple obstacles faced by the young people who live in this territory to access it and the scenarios that are generated around the decision of whether or not to enter the EMS. In the first place, documentary research is presented that includes an exhaustive review of bibliography and secondly, the information gathered during the distance and face-to-face fieldwork that integrates different types of interviews (by Messenger, by telephone and face-to-face).
